This is confusing. it's not a rename - I deleted one (create-release-branch.yml) and added another (build-rc-workflow.yml). Git got confused. So don't look a the diff - look at it as a new file |

Goal
Add a new workflow to update the RC on a release branch. Also fixed a bug in the branch cutting workflow that mangled the snapshot version names. Also deleted a test workflow
