I'm afraid I have to close this PR because it does not comply with CF and also none of the tools I used managed to recognise and plot the data. Perhaps once the CF community agrees upon a common way of representing reduced grids we can review things |

I needed to convert ERA5 HRES (N320) data from grib1 to NetCDF format, so I altered grib_to_netcdf.c to accomplish this. I think this would be a useful addition to the utility, if the representation conformed to CF conventions, which is where things get a bit vague. I would be pleased to discuss this.
