Add Parallels Vagrant box support

Updates Generic Cloud image configuration

  - Sets ANSIBLE_PIPELINING to True to prevent Ansible from
    leaving temporary files (see AlmaLinux#24).
  - Sets ANSIBLE_REMOTE_TEMP to /tmp to prevent Ansible from
    leaving temporary files while copying data.
  - Adds "inst" prefix to boot command in order to supress
    anaconda warnings.
  - Removes unnecessary shell provisioner.
