[CORE] Upgrade Angular dependencies for Angular 8-beta.16 (vmware-arc…

…hive#3310)

Upgrades Angular dependencies and dev-dependencies to latest Angular v8 betas. 
NOTE: I added the `NG_CLI_ANALYTICS=ci` to the travis settings for both my fork and the main build. 
It is needed to bypass the analytics prompt that `@angular/cli` asks on package installs now: angular/angular-cli#14011
