Documentation should be versioned with code

Currently the documentation is going to the wiki but that doesnt reflect the versions of qilbot.

So as qilbot changes the wiki will get out of date...

To resolve this documentation will be added to the the project so it is versioned as part of the body of work.

• Static site creation use something like hugo.io
• Create templates for dmportella.github.com/qilbot
  • Use: https://gohugo.io/tutorials/github-pages-blog/
• add make file commands to autogenerate and commit to github pages
• Create website templates - HTML
• update github template to include docs as part of the pull request and contributions guidelines
