We need to test this when we have over 10k cached suggestions. Tools has extremely slow I/O, so any extra directory listing can have a significant impact. |

That is also my concern. One other option would be to migrate to a proper SQL database, which is long overdue I think. |

I haven't tested every page - I don't have a fully functioning development environment set up - but I think it should work.
