Openstack machines' hosts file are no longer being updated after #202

The commit for #202 has caused a regression with Openstack boxes where the hosts file never gets updated. We're using the vagrant-openstack-provider plugin and the machine state reports as "active" and not "running" as the if block is expecting.

Not as familiar with Vagrant internals, so not sure if the state description is standardized or not -- i.e. not sure if the onus is on this plugin or the vagrant-openstack-provider plugin.

We reverted the change locally as a work-around for now.
