New information to tutorials #122

New tutorials should be stated as new = true in index.toml
For the ones that exist, we should add the completion time
From @TuanaCelik - we don't have to add this to the contributing guidelines but I've also added an optional 'all' to create markdowns for all of the notebooks to help us with these sorts of changes
