We'd like to completely replace this hard-coded git configuration and also completely remove cron.sh. Specifically, we'd like to use the FishtownBuildBot service account for all git actions, but that could take some troubleshooting to get fully working.

Since it's non-trivial to reproduce our production environment, the code in this pull request confirms/denies if git user/email configuration is working or not, even when there are no new versions to push.

This code will be removed once everything is working as desired.
