Summary & Motivation
#18410 updated the snowflake pandas io manager to use
write_pandaswith theuse_logical_typeparameter. Butuse_logical_typewas only introduced insnowflake-connector-pythonversion3.4.0. bump our lower bound pin so we are guaranteed to use this versionHow I Tested These Changes
