These filters were only returning investments with valuation open, but we don't want to do that since the time we changed the interface in order to allow users to apply several filters at the same time.

Background
Historically only one filter could be applied at a time, so these filters were only returning investments with valuation open.
Objectives
Make the "without admin" and "without valuator" filters work as expected.
