Create doc page about moban

moban is now fairly established in coala repos.

It is time for some docs.

Especially about how to do sync PR whenever it is needed.

@rahuldkjain If I am not wrong moban is still under heavy development and I don't think it is wise to write a documentation now. And it's always better that you play around moban https://gitlab.com/coala/mobans to get an idea about what moban is.

That would help you if you plan on writing a documentation about moban in future.

As part of a computer science course from Allegheny College, my team and I are working towards contributing to open source code and have chosen to contribute to this project. If possible, we would like to work on this issue. We believe moban is no longer under heavy development and it may be appropriate to work on documentation. Thanks!
