Following discussion in TOC call, adding the requirement for SIGs to encourage diversity.

This doesn't have anything about examples yet, but I want to make a start getting this requirement documented

Speaking as one person - this is great. AFAIK open source is even less diverse than overall tech. One example we see is there are still relatively few projects managed out of regions outside of the US rich in developers although that is changing (yes OpenEBS is an example and CNCF has embraced others like TiKV afaik).

Is the definition of diversity expressed in the Diversity Scholarships description implicitly included here? Should it be more explicit? Otherwise the only explicit diversity is market-facing.
