docs: add dragonfly proposal to toc #162

Per our presentation on the September 4th, 2018 TOC call and project sponsorship by @jonboulle and @benh , we are very happy to submit our Sandbox project proposal.

Dragonfly is an intelligent P2P based image and file distribution system. It aims to resolve three major issues: efficiency, flow control and security.

It is a general tool which can be integrated with container engine to help deploy cloud native applications at scale. In addition, users can deploy Dragonfly easily on Kubernetes via Helm and daemonset.

We sincerely appreciate all feedback from community.

thanks @allencloud, can you confirm the date you want this to be announced now that you have enough TOC sponsors? I believe KubeCon Shanghai was mentioned as a possibility

Yeah, we can confirm that KubeCon Shanghai is the date to announce Dragonfly's joining CNCF. I think some official guys from CNCF can help to announce this in a keynote. WDYT? @caniszczyk
