What: Replace broken PR #1236 with correct files and links

Why:

• Need to introduce recommendations from the Moving Levels Task Force (mltf)
• Need to incorporate TOC adjustments and new streamline process
• previous PR had significant unresolvable merge conflicts

This change address the need by:

• Introduces Issue templates for graduation and incubation applications
• provides the TOC with a streamlined guide for due diligence
• move election-schedule into operations folder
• introduce TOC templates for DD process for improved consistentcy
• update the project process to a README reflecting these new changes
• remove older files that are no longer relevant or obsolete becuase of these changes

Once this PR is merged in, the new Issue template forms will need to be configured in GitHub so projects may use them.

Can you please confirm the implications of this PR being merged?

• Does this mean the criteria for moving levels have now officially changed?
• Is that true for projects that are in flight, or will it only apply going forward?

Also, this PR updated the documentation to tell people to use the new issue templates, but as they are not linked in config.yml they do not show as available.
