Add Laravel Example with updated Image View component for Optimization

After completing a recording for a Cloudinary Dev Hint, I came across a Github Issue for the Laravel Cloudinary SDK that was closed but not merged.

I wanted to create an example folder showing what a component with additional features for format() and quality() options might look like.

Someone is attempting to deploy a commit to the Cloudinary DevX Team on Vercel.

A member of the Team first needs to authorize it.

it probably doesnt need all that upload stuff, i think that was copied from the other example right?
