Fix call to format_size in the over-quota code path and use isset() to avoid warnings on unset vars, as PHP 5.3+ is noisy. Also hide errors during run-time.

I have 2 x mobile links which we juggle to stay connected, which means that we often have one go into negative available. This broke the graphs, and I found some other issues as well.
