Snapcrafters Template Plus 4.3.0

This release features a new part called `helpers`, which are auxiliary programs that can be called in the snap runtime (by launchers etc.) for various purpose.  In classic confinement snaps this can be a update-checker run in the background.

This release also renames the `utilities` part to `build-utilities`, to avoid confusion with helpers.
