I want to make one final update here, I think I resolved it.
For reference, I am on Ubuntu 22.04 using a Mac Mini (late 2012) hardware, you can see the rest of my system information in my original post.
I had been searching and scouring the internet for days trying to solve this.
Something I noticed in the Frigate docs was the /dev/dri/renderD128 device for intel HWACCEL. However, that /dev/dri directory did not exist on my machine at all.
After browsing a bunch of forums I found this post, specifically this answer where the answerer discussed remove the nomodeset in the grub config.
