Hardware Acceleration not working properly after a reboot

Hello all,

Yesterday I got my two cameras setup and all was well. This morning for unrelated reasons I had to do a reboot of my machine and once everything was up and running I ran into issues with the hwaccel arg in Frigate.
I originally followed the docs: https://docs.frigate.video/configuration/hardware_acceleration/ which was working until this morning
I've tried hwaccel_args with hwaccel_args: preset-vaapi and hwaccel_args: preset-intel-qsv-h264 which the same results, I think.

Everything works well if I remove the hwaccel arg entirely except, as expected, my cpu usage seems to jump quite a bit. Nothing crazy, around 40% so I'm not totally opposed to operating like that, but I'd like to get hwaccel working if possible.

Additionally, I'm trying sudo apt install i965-va-driver again (after going back and removing stuff to get back to a cleaner slate) and am now getting the following output which I am having trouble fixing

Update: I was able to install libva-driver-abi-1.10 by installing v2.14 of libva2. Then i can install i965-va-driver. But then vainfo isn't a command I can run 🤷

More info!
vainfo now outputs the libva version (1.21.x) and then seg faults. Using strace I was able to some output with EAGAIN errors and ENOENT errors. Most interesting is a libva.conf file not found error

I want to make one final update here, I think I resolved it.
For reference, I am on Ubuntu 22.04 using a Mac Mini (late 2012) hardware, you can see the rest of my system information in my original post.
I had been searching and scouring the internet for days trying to solve this.
Something I noticed in the Frigate docs was the /dev/dri/renderD128 device for intel HWACCEL. However, that /dev/dri directory did not exist on my machine at all.
After browsing a bunch of forums I found this post, specifically this answer where the answerer discussed remove the nomodeset in the grub config.
I originally dismissed this as a potential solution because the answerer mentioned not being able to use a display after that change. However, at this point I was desperate and was willing to give up my use of display to enable hw acceleration. (My display still works after this change though)

So I followed the link in that post and made the change by removing nomodeset, did a reboot expecting no change. But sure enough, after everything loaded back up, my vainfo and lshw -c video were outputting good things!
Booted up Frigate and no more ffmpeg errors!

So in case any one else finds this post, this is what ended up working for me in the end. However, I tried countless different things before this so I can't say for certain this was the SOLE fix. I appreciate @NickM-27 guiding me along the way!

Additionally, my CPU usage went down from around 50% for two cameras back to the 10 - 15% I would expect with HWAccel enabled
