[Bug]: General stats page failed to load due to 'TypeError'

Describe the problem you are having

The general stats page sometimes fails to load causing a blank page. The console contains "TypeError: Cannot read properties of undefined (reading 'cpu')" in Brave/Chrome, or "TypeError: U.cpu_usages[Z.pid.toString()] is undefined" in Firefox's case.

Happened in both Brave and Firefox.

Steps to reproduce

1. Go to "System Metrics", taking you to "General Stats"
2. Page fails to load.

Did you just start Frigate?

It was freshly restarted and was stuck like that for a good while, I'd say like 5-10 minutes. Until I went to the API stats. Maybe timing?

Even then, the page wouldn't just not load if things weren't fully initialized.

I have had this happen before, but thought it was a weird fluke at first. It didn't fix itself until I did another restart and the stat screen loaded just fine after the restart.
