Cleanup kernel version pinning code #253

As part of PR aws/aws-parallelcluster-cookbook#51 we have removed version kernel version pinning from rhel system. But we still use the versioning logic in debian machine, we should clean this soon enough. As we clean up debian machine logic on install, we should remove kernel version set from our code https://github.com/awslabs/cfncluster-cookbook/blob/b460bfe161e9774fea9cf21de53d2145b4160455/attributes/default.rb#L63
