Fix flaky maven binary download

Description

This PR adds a second mirror when downloading the maven binary as the first might show flaky behavior (http:https://jenkins.mxnet-ci.amazon-ml.com/blue/organizations/jenkins/mxnet-validation%2Funix-cpu/detail/PR-13966/1/pipeline). Additionally, it adds the "set -ex" to the ubuntu publish install script to avoid silent failures.
