[FLINK-17266] Make WorkerResourceSpec serializable #11821

What is the purpose of the change

The MesosWorkerStore requires that the WorkerResourceSpec is serializable
because it stores it as part of MesosWorkerStore.Worker in serialized format.

Verifying this change

  • Added MesosWorkerStoreTest.workerIsSerializable
