change create db interface to radio buttons

Overview

Change the Create Database panel to use radio buttons when partitioning is available. Give more detailed guidance about picking the partitioned option as outlined here

Testing recommendations

Can test all of the changes by opening the Create Database panel and creating new partitioned/non-partitioned databases
