VSTS requires build tasks to be installed via a VSIX. To build the VSIX run the following:

tfx extension create --manifest-globs vss-extensions-appservicediagnosticslogs.json

tfx extension create --manifest-globs vss-extensions-ensurecosmosdbdatabase.json
