- Bumped the dependency versions.

docs: Updated to release 0.5.4

pre-deploy requires the release requirements file to have a release
version matching the tag that gets created. This was not done for
the previous tag. Bumping up the release by making sure all the
files required are in place.

- Moved v0.5.2 requirements.txt to v0.5.4 requirements.txt file
- Updated the release notes accordingly
