Moved the content to https://github.com/WLTools/LanguageSpec. The spec is written in markdown, which can even be edited directly on GitHub. It is incorporated into a website using the static site generator MKDocs which is easy to use and deploy to a GitHub project page. The website exists at https://WLTools.github.io/LanguageSpec/.
