Provide server info to client #941

Since this is a global property of the server (as well as other things, like NCSS limits), maybe it should go in the serverInfo.xml doc (for example, http:https://thredds.ucar.edu/thredds/serverInfo.html). I don't think there would be any privacy concerns by doing so. |

Assuming we do not already have it, we should
consider providing a standardized page from our server
that gives the value of various properties. OpenDap
download limits in this case and for example.
I am sure there is a lot of similar information that would
be useful.
