This PR resurrects the seedbox that was removed in

Previously, it consisted of two parts:

  1. A BitTorrent seedbox that seeds files using the BitTorrent protocol.
  2. A channel disseminator for propagating metadata to the Tribler network.

Now, due to #7669 the second part is no longer necessary. However, the first part could still be useful for our further work with metadata retrieval.
