This is a Python implementation of the calculation of PanTex index as detailed in the paper 'A Robust Built-Up Area Presence Index by Anisotropic Rotation-Invariant Textural Measure' by Martino Pesaresi; Andrea Gerhardinger & Francois Kayitakire (2008).
