In the organisation where I work, there are several repos, and each repos has a different distribution of individual responsibilities.

Developers who place TODOs in multiple repos can therefore find it difficult to determine which repository a given TODO is in.

Seeing Rafa's following issue #66
We believed that we could benefit from this feature as well.

So in this PR introduces:

  1. Primitive Git repo config parser
  2. Extends existing CLI command with an additional --read-repository-config
  3. Adds full url if repo-repository-config param is passed
