I think this is legit; the last release on the dockerfile_lint github repo is 0.0.9 but on npm it's 0.3.4

In reality, we should replace dockerfile_lint with conftest anyway, and we'd need to replace https://github.com/SeisoLLC/goat/blob/main/etc/oci.yml with some rego.
