improve and clarify LICENSE.md. ref JuliaLang#8248

- update to remove stuff we no longer use, bump version numbers
- clarify what the MIT license applies to
- introduce separate sections for different styles of use. for example
  patchelf is an external program julia doesn't depend on, and some things
  are used only by the standard library.
