把定时器实现为一个可读写设备。写入的为超时值，读出的为实际相对时间值。 'RT_USING_TIMER_DRIVER' 这个后缀与其它设备定义差别太大，HWTIMER既能区别出一般的soft timer又能相似于其它定义。 底层接口
