Hello,
is it possible to run the OpenManipulator-X with Noetic? I can't find any Packages for Noetic. The only packages i can find are for Kinetic or Dashing.

There will be an update in 2Q 2021 to support the latest ROS1 and ROS2 versions.

Noetic packages are waiting to be released.
http:https://repositories.ros.org/status_page/ros_noetic_default.html?q=open_manipulator
In the meantime, you can use noetic-devel branch of each package and build from source.
