Pass a TableNameRowsMapping map to SendEventBatch which populates it, then return it in SyncRecords. This is needed for catalog monitor stats for Eventhub CDC

Refactors Sendeventbatch (#674)

- Moves `SendEventBatch` to the Hub class and refactors accordingly.
- Removes `TableNameRowsMapping` with the vision of completing #677 in a
future PR
