dev-requirements.txt should include dbt-bigquery, to handle connection to my personal BQ sandbox

This branch was made to test changes to resolve the following open issue in the DBT-Core repo: dbt-labs#8138

  • The underlying issue seems to no longer be relevant as tests behavior is as expected
  • sample_project is setup to test certain examples and to highlight dbt test behaviors

Would love to discuss, if the issue was still relevant, where the appropriate fix would be and how the repository is setup/functions
