Update observations in cmec settings files

There are 3 items in this pr:

1. I updated the links to new obs data in the cmec settings json files
2. I fixed the spacing in the README for the CMEC directory
3. I added a setting to the pre-commit configuration to skip the "trailing whitespace" check for markdown files, which use trailing whitespace to indicate line breaks.
