Add release versions that correspond to OpenFAST versions

Right now it is really hard to containerize an OpenFAST + openfast_toolbox for a given release.

Oops, the python_toolbox had tags for each of the openfast version:

https://github.com/OpenFAST/python-toolbox/tags

Most of the toolbox remain unchanged from version to version, but some of the input files in the data folder needs updating.

Those should be relatively easy to port over then. I'll take a look at doing that.
