ToDo: Force AChoir to Run As Admin #1

This is a feature I would like to see. Many forensic utilities work best when run as admin.

As of Version v0.29 AChoir has two new Actions:

ADM:Check - Check to see if Admin (But keep running)
ADM:Force - Check to see if Admin - If not, Exit with an RC=3
