현재 로직을 확인하여 로직을 변경하여 해당 상황에 대한 해결을 해야 함

반다라트를 삭제할때
deleteBandalart -> getBandalartList -> createBandalart 가 호출되어야 하는데, createBandalart가 호출되지 않음

deleteBandalart -> getBandalartList -> createBandalart 가 호출되어야 하는데, createBandalart가 호출되지 않음

isNetworking이 이미 true 이기 때문에 api 호출이 일어나지 않고 바로 함수를 빠져나가는게 원인이었음
