- Created a new STARCLI Lib where useful generic STAR CLI functionality has been moved out of STAR CLI to the STAR CLI Lib so this can be used in generated OAPPs if people desire.

- As part of above STAR CLI has been refactored to work with the new STAR CLI Lib.

- NextGenSoftware.OASIS.STAR.DNATemplates.OAPP.Console.DLL has been upgraded to work with the latest OASIS  Runtime, STAR ODK Runtime & STAR CLI Lib (included in the STAR ODK Runtime).
