I've added some instructions for testing images locally, as well as updated the instructions for updating the python image in the hub.
While I was at it, I also updated the Quarto version.
@betolink @yuvipanda would love your thoughts on the instructions in README, if they jive with how you normally do things.
I think this is sufficient so that it closes #24
