This improves performance for receivers tracking a large number of aircraft.
The long expiration time was only required for aircraft relative position decoding. Instead of changing expirationg time, it's better to just check when the position was last updated. Also increment both pos_reliable on first global CPR.
Probably was once there for internal webserver.
