The validity of this fix must be confirmed before merging, it pads the serial.interval$fit vector with 0s (it was decaying to very small numbers close to 0 in double precision). See the values in [data/serial_interval.csv](data/serial_interval.csv) It fixes issue #77 regarding the generation of forecasts from the 19/04/20 and the longevity of the fix.
