  • update autotest/conftest.py and test scripts to
    • fail tests if development binaries not found
    • warn if downloaded or rebuilt binaries not found
  • allow testing to proceed even without all downloaded/rebuilt binaries
  • motivated by test failures in ci: switch to fortran-lang/setup-fortran executables#22
