For some reason the service wanted to download the plugin on every boot, which meant that the dashboard wouldn't start if the PI didn't have internet access

The natel grafana plugin caused issues when starting the system without internet. Apparently it downloads the plugin on every startup, causing the dashboard to not load if there is no internet access.
Also fixed a python dependency issue for udp_to_influx.py.
