Improve productivity in schooling overview

Solution / Feature
Features:

• Add a button to select the people with matching vehicle Binding
• Add a button to select a given amout of people, matching to vehicles capacity
• Add a search for buildings

• categorize schoolings in Schools-Tab within dispatch center
  • enable sorting for each category
  • enable searching within each category
  • implement toggle-switch to toggle.
    • schools without any available classrooms
    • schools with less than 4 available classrooms
    • schools with less than 4 built classrooms

• Add tabs for each dispatch center to split the buildings that you have.
• Add search option for searching in buildings
• Option to hide personal that already has an schooling
• Option to hide personal that has vehicle binding
