Development efforts have stopped a year ago: - https://chainer.org/announcement/2019/12/05/released-v7.html tl;dr; Preferred Networks, the company behind chainer switched to Pytorch and stoped further development. Chainer is now incompatible with our newer version of cuda. Usage on Kaggle notebooks in very low. Users can still install the package manually if they want to.
