support arbitrary meta branch, #8370 #9114

Hi,
I've added support for a user-specified meta branch. This removes the hard-coding of metadata-v2 but still leaves it as the default.

Please let me know any feedback and I will incorporate!

I suppose this is harmless. Sorry for the long pondering. I was considering an environment variable as well. There could, of course, be a hierarchy:

  1. Look for a META_BRANCH file
  2. Check for a JULIA_META_BRANCH environment variable
  3. Use the default.
